Ao3 exchanges use OR matching within each matchable category — things like Fandom, Character, Relationship, and Additional Tag, and so on. Mods can choose which categories will be used for matching and how many matching items are required.
It does not combine tags across requests/offers — one request + one offer that share one tag in each category is often the minumum to make two signups "matchable."
What does this mean for requests?
If your request has a "load-bearing tag" — say you definitely want Mo Xuanyu/Wei Wuxian but are fine if that's in the context of a polyship — you should not add additional ship tags to your request. That's what the text box is for!

Hello! :D I'd like to participate, but I'm not super familiar with AO3 exchanges. If I don't have any particular requests myself, but I'm down to accept most requests, how do I fill out the offer section correctly? Thanks!
Hi there! We'd love to have you join us. :D
Short answer is that for an exchange, ao3 requires you to submit at least one offer and one request — an offer tells the mods the kind of gift you'd be happy to make so we can assign you, and a request tells your assigned creator the kind of gift you'd be happy to get. These do not necessarily need to be written with a specific "prompt" in mind. If you're open to making and receiving lots of things, you are welcome to make your request(s) and offer(s) as broad as you'd like.
For your case, this will likely mean a request and an offer with a lot of tags! The Ao3 assignment tool works on positive OR matches (more about that here), so the more tags you include in each section, the more people you could possibly match with, and the more options you are giving whoever is assigned to you. On the offer side for this exchange, you also have the ability to offer "Any Relationship" and "Any Additional Tag" — though please note, these really do mean anything in the tagset that someone might request!
Long answer is below — you're probably not the only one new to ao3 exchanges, so let's walk through the sign-up process. :)

0. Scroll through the tagset and requests
While you can technically go straight to the sign-up form, we'd recommend taking a peek at the tags and requests first — it's often helpful to see the range of available tags and examples of completed signups.
For this exchange you can find the tagset here. When you click to expand each section, you'll see lists of tags, like this:
This lets you check out the ships available and the trope/idea tags you'll have to work with. (For this exchange, you can also nominate more until sign-ups close!)
Next head over to the event collection and flip through the Requests Summary to see the submitted requests. You'll see a mix of approaches, from specific plot bunny prompts to more open-ended lists of liked elements. Even if you don't have a specific "prompt," we highly suggest including some things you like and any "Do Not Wants" (DNW) in addition to the tags to give your creator a place to start generating ideas.
Here's a couple by mod @gremlinsae showing different approaches to an open-ended prompt:
The left request prioritizes the specific tag "Same Group Therapy Session" and gives the creator lots of options for character combos to include, with some detail about what gremlinsae likes about this concept. The right request prioritizes a Wangxian story, giving the creator a wide range of concept tags to choose from plus some additional details for other things gremlinsae likes in a story and a few things they do not want included that their writer should avoid. Check out the existing requests for more examples and ideas!
1. Write Your Request(s)
The request part of the sign-up form looks like this! Items marked in red with an asterisk are required.
In addition to being used for matching, all the information in this section will be sent to your assigned creator to guide their creation — a complete assignment will include a minimum of one relationship and one additional tag from a single request, in a fandom and medium requested, using only the archive warnings opted into and avoiding any DNW items. For this exchange, requests are also visible to anyone browsing the collection, as you saw above.
This means that when writing your request(s), everything in the same request should be considered "mix and match." More tags included in a request means more options for your creator to work with, not necessarily that your gift will have all those things.
The optional details field is a great place to tell your creator what you like about the ships and tags that you picked, if you prefer fluff/drama/comedy/angst/etc, and any other things you really enjoy that isn't covered by the themed tags. You are required to write something in this box, and we highly encourage a DNW list, even a simple one. Your DNWs should prioritize the what, no need to explain the why — "DNW: clowns, kissing, or Wen Zhuliu" clearly tells your creator to leave those out.
2. Write Your Offer(s)
The offer part of the sign-up is even simpler! Once again, items marked in red with an asterisk are required.
The information on this section of the form is used only for matching. It is not shown to anyone but the exchange mods and the ao3 matching tool.
The tool's OR matching means that when writing your offer(s), everything in the same offer will be considered "mix and match." More tags included in an offer means more possible requests you could be matched to, not necessarily that your assignment will request multiple things. The Ao3 tool prioritizes assigning a creator to the set of requests with the fewest possible matches first — a very broad offer will frequently be matched to a more niche prompt.
As mentioned above, the "Any Relationship" and/or "Any Additional Tag" options will mark you as a possible match to any set of Relationship and/or Additional Tag requests — please review the tagset and be sure that's what you mean before using these. Because of the way the matching tool works, there is not a way to sign up with an "anything except XYZ" offer — any means any. If you have more than 20 ships or tags you like, don't be afraid to fill out multiple offers; you'll still only be expected to make one gift.
3. Submit!
When you're satisfied with your sign-up, hit that submit button! Assuming you had no errors in the form, you should see a new tab in the navigation menu at the top (mobile) or side (desktop) of the page for "My Sign-Up":
You can go back to your sign-up and edit it until the sign-up period closes.
Then just sit back and wait for your assignment! Or come join us on discord and vibrate impatiently with a bunch of your fellow participants. 😉
What do you mean by tag-set nominations? I've never heard of that before
Great question!
Tag Sets on AO3 are a neat feature that allows you to build a preset group of tags that people can request or offer in an exchange. Here's an example of a small one for a recent xuanlimian exchange and another for a big multifandom exchange.
The nomination process is where you submit the tags you'd like to be available when the exchange signup opens. The form will look something like this:

The number and type of tags you are allowed to nominate will be different for each exchange.
So why use a tag set?
It helps ensure people will make requests and offers that can be matched! This is less of a problem with a single-fandom exchange like this one, but even within MDZS there are dozens of possible characters and even more possible ships — a tag set reduces the possibility that you request things no one thinks to offer (or vice versa) and can't be matched.
It lets people know what sorts of things other participants are interested in. Say you nominate the tags BAMF Wèi Yīng | Wèi Wúxiàn and Alternate Universe - Cyberpunk — you might inspire someone else to offer or request those tags when they sign up.
Tag sets let you nominate new or non-canonical tags that other people can use to write their requests and offers. The AO3 exchange form only accepts tags that are either canonical (wrangled) or part of a tagset. Tags like Dàfàn Mountain Tea Shop Owner or T4T Wangxian or Punk Rocker Wēn Níng | Wēn Qiónglín don't exist as wrangled tags in AO3, but if you nominate them to the tag set, anyone can use them in their exchange sign-up.
For the case fic exchange, we'll be using tag matching to help make sure everyone gets an assignment they're excited about.

What is this? The NaruMitsu Day Exchange is for fanart and fanfics about Phoenix Wright and Miles Edgeworth, in honor of Narumitsu Day (July 3).
What is an exchange? It's like a Secret Santa. Everyone puts their name in the hat, and AO3 matches you to a recipient. You'll then make something as a gift for your recipient.
How do I know what a stranger will like? Everyone will fill out "requests" saying what they like, and this will guide you in what to make.
What if the stranger likes something I can't make (e.g. NSFW or a topic I'm not into)? Everyone will also fill out "offers" saying what they're confident about making, and this is used during matching. You won't be given an assignment you can't make.
How long does it have to be? 500 words for writing, or a clean sketch on unlined paper for art. (Longer or more detailed is fine too.)
