He sees himself in Colin, and if there’s one way to make Tommy care about someone, it’s by appealing to his sentimental side and finding something very relatable that he can empathize with (so seeing Colin and Damian as him and Bruce 2.0).

Upon actually caring about Colin, he became incredibly guilty about how he used a kid against Bruce.  It actually made him think and reconsider his actions.  Tommy isn’t always that cruel, but he is impulsive in his plans when manic.  Most of his stunts occur when he’s manic because his mind is racing all the time and mania can make you really excitable and irrationally angry and paranoid, so you feel a dire need to take action because you’re so energized and emotional and you need relief, and you would do anything to get that (I know from experience, and my disorder only gives the gift of hypomania, which is less severe by a lot).

Tommy doesn’t know imthenewguy’s Colin is his son yet, but his guilt only worsens when he inevitably finds out.  In anunlikelyhero’s interaction, he’s extremely anxious and self-hating for what he’s done;  he’s managed to be a worse parent than both of his combined, and he doesn’t feel like there’s any redemption to be had there.  He wants to salvage something to make up for it, but he doesn’t know how, and doesn’t believe he deserves to because he’ll likely just make things worse.

What he’s doing is almost entirely for selfish reasons:  he wants to relieve his guilt, clear his conscience somehow.   With imthenewguy, he even largely wants to use Colin against Bruce and Damian.  But, with his guilt, every part of him wants to just run away from it because that’s the Tommy Elliot Way™ that he’s always resorted to.  He doesn’t face his problems.  He just ignores them.
