In short answer at the bottom.

I'm gonna talk about J.Geil to because he's relevant to this comparison. So J.Geil, Anjuro & Ciccolata. They're all specifically made to be pure evil and hated through & through. However to me J.Geil is the most poorly executed of the 3. And so I hate him more. So I don't love to hate him.

Why? Well he isn't really given much of a background aside from what's told to us from Polnareff. He murdered & raped his little sister that's it. There's really no build up on it there's no emphasis on what he's done he's just done a crime but my reaction to what he did was more so just a squint of disgust. And when he's actually introduced in person he really isn't even treated as a genuine threat. After revealing himself he isn't at all menacing he isn't really that memorable for such a big plot point for Polnareff's development in my opinion he has nothing that makes him Stand out. He wasn't that smart really the best he could come up with was use a coin.

Now Anjuro?

GOOD GOD! THIS MAN SCARED THE SHIT OUT OF ME WHEN HE WAS INTRODUCED! HE'S LIKE J. GEIL JUST DIGIVOLVED. Anjuro through his short presence in the Part 4 Manga & Anime, was one of my favourite moments. Unlike J.Geil, Anjuro's actions are actually spoken about in great detail (Ciccolata to). Araki made sure to give the reader/viewer every single gruesome bit of info on exactly how bad this man is. Literally saying he Cut of a boys genitalia and strung them to the wall...THAT'S EVIL! He's even more disgusting & that's good. And he isn't just some idiot about his methods. He's actually really smart about how he approached with his Aqua Necklace. Literally waiting 3 days just for it to rain. So he would gain the advantage. He stated to hate cocky people while he himself behaves arrogantly that's a personality trait. And I honestly 100% believe that without Anjuro. There would be no Part 4. Because Anjuro killed Josuke's grandfather. Josuke took it as his own personal duty to watch over Morioh & it's people as it's own personal Guardian. And he actually did say he'd rather not get involved with any of the stuff with Stands but the death of of his grandfather influenced him to care for everyone in his town & he will heal it from any perils. Just like how Syd's legacy would go on in "Shine On You Crazy Diamond" he will continue the Legacy that his grandfather had had.

And Ciccolata?

He's Scary, Sadistic, Funny & Devious all at once. Jojo technically does fit slightly in the Horror genre mainly cause of the gore & a character with such explicit methods of murder as Ciccolata is honestly something that I always appreciate. He doesn't even always kill you himself. He will drive you to the point of suicide just so he can watch & document your suffering & probably keep your screams recorded as his ringtone. And again he has personality! I'll just leave this here cause it's all that's necessary:

Aand I don't need to explain why his methods of attack are good. Pulling an Obi Wan and always having the high ground so he can use his ability to better affect especially if one were to fall in attempt to reach him as Giorno did. Cutting himself in non vital areas and covering himself in mold to be able to move around swifter & in tighter spaces to get the drop on people. Then being able to stitch himself back up perfectly with ease as though the damage was never done? Is that possible? I don't know. Was it smart? It worked so yeah!

His design is great his smile sends chills. He is a better Villain than Diavolo & I will always say that.

So in Short.

J.Geil is boring & basic trash.

Anjuro I love due to his influence & gruesome behaviour.
