Roewen was an orphan from The Rift, he ended up being adopted by an Altmer noble couple that became his tormentors. They kept Roe in check with magic and chains. But eventually the old couple started slacking and dozing off. Roe served his "mother" wine before smacking her in the face with the wine pitcher, he then choked her and snapped her neck (would end up being his signature thing). He got a rush from it and went for his "father" next. Roe beat the man to death with his bare hands.

He fled to Bruma taking practically no rest all the while he still couldn't grasp why killing felt as good as it did. He took all the money and valuables he could along with a horse he then ended up renting a room for the long term at Olav's. He blended in just fine as a Nord. He would often look at people in the streets at night for a target, he would fantasize about the thought of killing again.

One night while contemplating on who to strike he met a woman in a black robe who encouraged him to kill an obnoxious street drunk. She promised him another visit with a reward in the form of something he always wished he had. With out much more thought (he probably felt like he needed permission) he tricked the man with the promise of more free drinks, lead him to a secluded place and choked the man to death.

The feeling he longed to feel again returned, he knew he couldn't live the rest of his life never feeling it again. He hid the body and returned to his room. He was then visited by Lucien's predecessor and she gave him the family he always wanted.

Roewen met Lucien years later when Lucien became the new Speaker of the sanctuary. They knew each other for years and eventually, Roe became Lucien's Silencer and eventually his lover (I'll get more into that later)

Roewen died about a year before the Oblivion crisis at the hands of none other than Mathieu Bellamont. They obviously never found out who killed Roewen. Roe was one of the first victims of Mathieu. Mathieu saw how happy Roe and Lucien were and he wanted to take that away.
