I'm going to assume in this situation stress has been building up and the hug is what burst the bubble.
gintoki's not really a hugger (he's more for head pats) so it already takes some convincing to get him to give a hug.
suddenly crying afterwards would really shock him.
"why are you crying?! you asked for the hug?! what kind of mind games are you trying to play with me?!"
he's super thrown off balance which causes him to not respond well.
"I'm sorry, it's just a lot has been going on and I didn't want to bother you with my problems. I just really needed a hug."
"stupid, why would I be bothered by your problems? did you forget what the yorozuya does? what's wrong?"
he quietly listens as his s/o vents out everything through the tears.
he'll rub their back as they go on until they've gotten everything out of their system.
once the crying has finally stopped he wipes his s/o's face to remove the dampness.
gives a quick kiss on the forehead before patting their head.
tells them they're going to be okay and to not be afraid to come to him if they ever need help.
offers to go drinking to try to help them feel better.ย
if they happen to drunk ramble about their problems more, heโll just give advice.
tells them what they need to hear.
like he does with every character who happens to vent around him.
gintoki's an asshole, but he hates seeing others cry especially those close to him.

bear hugs his s/o, the man doesnโt realize the flood gates he just opened.
it even takes him a few moments before he notices theyโve started crying.ย
heโs squeezing them so tight while laughing and talking about how sweet he thinks it is that they wanted a hug.ย
once he notices them crying he starts to panic.
thinks that itโs because he was squeezing them too hard and that he ended up hurting them.
โah! whatโs wrong?! was I squeezing you too hard? Iโm sorry Iโm shouldโve noticed. are you hurt?!ย
as his s/o calms down and explains it was from stress he sighs deeply in relief (that he didnโt physically hurt them).
ask why they were stressed.ย
heโll try to offer some kind of way to help after they explain what was the cause.ย
itโs actually fairly simple.ย
