I just want an au where Lucifer doesn't agree to the exterminations
Why doesn't he agree? Maybe in this world he's learned to care for his people, maybe he's doing it because he knows how Lilith and Charlie would react, maybe it's just another "fuck you" to heaven, maybe there was a certain sinner he wanted to protect (Hellradio? Hellradio from me? What a surprise). Either way he says no and nothing they said managed to change his mind.
This does not stop the exterminations from happening. The deal was a courtesy at most and it doesn't change the fact that hell is overpopulated and if heaven doesn't do something they're convinced that Lilith will.
What it does stop though is Lilith from leaving and Lucifer's restrictions. They can fight back.
The first extermination is a blood bath. Lucifer refused the deal so he wasn't expecting the exterminators which means hell wasn't prepared.
After that Lilith and Lucifer put together an army. Sins, Goetia, Sinners, anyone who wanted to fight but no one was forced.
The next extermination wasn't so great either. Lucifer was the only one able to kill the angels and everyone else could only do their best to keep them back but that was also the extermination where they learned what did kill angels.
The next year they managed to fight back with all the angelic steel the exorcists left behind and this time they were winning.
This scared heaven and so they added to their army. It wasn't just Adam and the exorcists anymore it was archangels and seraphim and every higher up angel that knew how to fight.
And they stayed at a stalemate for years. They fought, more and more people would die, but nothing was ever changed and nothing was ever solved.
Charlie fought for hell because she didn't really have a choice. She hated this war and she hated that so many people were dying and she knew that things needed to change. She just didn't know what to do.
What Charlie didn't know was that there were angels that felt the same way.
During one of the exterminations Charlie was fighting an exorcist and as always she refused to go for the killing blow or even hurt her really. The exorcist noticed this.
Vaggi didn't understand why the princess wasn't trying to kill her when she was very clearly trying to kill the princess.
Then Charlie started talking as they fought. Just babbling like she was trying not to cry and telling Vaggi that there had to be a better way and that they didn't need to kill each other and they could solve the overpopulation problem and hey have you ever heard about the concept of redemption?
This sounds very similar to something Vaggi has overheard before from the one seraphim who is against this entire thing, Emily.
The extermination ends and Vaggi goes back to heaven but she can't stop thinking about what Charlie had said. She was made to be this weapon, she has watched her sisters kill people who were just trying to hide, she's seen them kill men, women, children and she's never done anything about it... but maybe Charlie and Emily were right.
The next day Vaggi goes to see Emily and tell her about what Charlie had said and Emily is ecstatic. She immediately wants to go and meet Charlie and before Vaggi can tell her to stop she opens a portal to hell and drags Vaggi through it.
Charlie starts to scream when two random angels pop up in her room but Vaggi is quick to cover her mouth and they start to explain.
The three of them start to work together to find a way to stop the war and fix their problems. They bring in others from hell and heaven into their little group and they start a sort of secret rebellion.
