The white noise passes through the filter first, to give it a bit of a ringing sound. Then it goes through the first amplifier, which kind of quickly pulses the sound in and out -- think of each pulse as a single pair of hands clapping once. The voltage controlled panner is fed with a random panning position which changes at the same speed as the first envelope, so each individual clap happens in a different stereo position. The second envelope has a sharp attack but a much slower decay. This is the overall volume of the group clapping.
