The repercussions of the 1917 Bolshevik Revolution highlight the deep interplay between political dynamics inside Russia and the development of the global oil industry. By blocking the leading Western powers, especially the British Empire, from territorial control in the Caucasus, the revolution separated Western oil firms from what was then the world’s most important oil-producing area outside the US (the Middle East was not yet a significant producer). This was followed by the Bolsheviks’ 1918 nationalisation decree, which went far beyond anything that OPEC would ever do in the 1960s and 1970s (and was carried out in much more difficult conditions). Today, it is often forgotten that 1917–20 was the first time in history that Western oil companies faced full and direct expropriation. Bolshevik Russia was, in effect, the world’s first iteration of OPEC, and the subsequent history of the global oil industry would have followed a very different path if Branobel, Royal Dutch Shell, and other European industrialists had continued to dominate Baku’s oil.
