More logical theory: Sub-Nine is connected to Wunsoc so having your name down there is contingent on having your W imprint, that’s why Wundersmiths like Ezra were brought to Wunsoc so young, so their names could be preserved. There has been Wundersmiths since but they haven’t been at Wunsoc before they (very likely) died
Kind of batshit theory: somehow Squall doing the massacre fucked everything up and Morrigan being a wundersmith is nothing short of an actual miracle
The young smiths probably never accidentally or otherwise, manifested an ability before they died. Mog manifested Inferno only because she got to live for so long, uncontrolled, which usually wundersmiths in the past century don't. So maybe that could be a factor

Futhermore, I’ve always wondered how, if Squall kills all the kids born on Eventide in the Wintersea Republic to get rid of young Wundersmiths before they manifest powers, why don’t any Wundersmiths reincarnate in the Free State?
Hmmm just rubbing my single two braincells here, but maybe it links to squall? and him being in the republic. That's the only common factor I'm getting with the limited amount of information we have.
For the first case, If we assume that Wundersmiths being born in the republic is a post-courage-square-massacre phenomenon, and squall is limited to it somehow—
Is it due to the barrier that prevents him from getting into the free state? We don't know precisely how that works. But morrigan is a wundersmith too, and she can get in quite splendidly, putting some fog to that theory. But could it be because of her Darling blood, that makes it think she's already from the free state despite being a wundersmith? Like a blood visa of sorts. Lots of holes in ts one tho
Or what if it's because the last living Wundersmith is in the Republic? Maybe Squall and his ability to attract wunder acts as a beacon of sorts for newborn wundersmiths? I've always had a theory that wundersmith bloodlines were basically just their wundrous godling imprint of sorts reincarnation. Which might gravitate towards Squall's own. And after the death of all previous wundersmiths, there's only one spot that will pull wunder like it does squall. Also, forgive me if I'm misremembering, but doesn't the republic sometimes have wunder shortrages/outrages as mentioned in perhaps the first book? I haven't read it in years tho so it would be good to cross reference that. Which is basically unheard of in the Free State. Food for thought maybe.
