the council has conferred and it has been decided that the most painful ages to happen to a person are 12, 17, 19, and 23

the council has passed a motion that anyone under 23 must reserve judgement on the exclusion of other ages until they are no longer a teenager. possibly until they are 24 but that ruling would be on a case by case basis.

an addendum has been added that if you disagree with the council you’re not only wrong but have actually lived life incorrectly.
