The foreground (or lower quarter) of many scenes in Thimbleweed Park intentionally contain a ton of visual noise- that is, sections that may contain details, but are ultimately unimportant to the game itself. This is to allow room for the game’s inventory/action command menu, without just having a black screen on the bottom at all times.
