he knows Kunigami is hurt. this panel happened after Kunigami called Ness a parasite/lackey (there's a french said for this according to a server member which is "to lie like a lackey" which means to lie as much as one breathes/someone who lies a lot) as if Kunigami knows what Ness truly is and in retaliation Ness touched (or rather grabbed harshly) him on his injured shoulder to show that he is aware of the injury, the fact that after telling Kunigami that he got a (metaphorical) yellow card with a cute smile on his face and the letters on one of the bubbles distort while lowkey threatening him kind of gives us a look as to what Ness' true personality is. This bad personality has also been foreshadowed in the chapter where Germany's team made their first appearance by Gesner telling Ness to "don't pretend to be amiable" hinting that Ness is a nasty character tldr; kuni got a booboo during wildcard and ness knows and looks threatening with a smile on his face like the psycho he is
