Personally I think it's a mix of both: Like the outer can (I guess you could say) like the exterior part like the leg/underhang/the wall for Pebbles' exterior is mechanical, as well as the puppet itself, at least partially. Maybe half & half for the puppet part? As well as part of the inside of the region itself (like Five Pebbles for example) especially with the neurons. I don't think a little slugcat would have the digestive system that would process mechanical pieces. Now that I'm typing this, It makes me realize if the Iterator was entirely a computer, Five Pebbles practically gave himself a computer virus (the rot) & thinking that a pc virus would be an actual creature is both funny yet terrifying... in the case of the rot at least.
