Like ebooks are absolutely very expensive for libraries because the publishing industry is a capitalist nightmare.

I’m not saying it would be necessarily wrong to apply for a card where you don’t live, but it might be fraud, so maybe check how litigious the system is and what your risk tolerance is.

Every library I’ve ever been a member of has had funding based on circulation. It isn’t “hit these numbers or you close”, but it’s what gets prioritized in the budget the county makes. They can prioritize different things in the taxes they already make and some places use how much it is used to see how many resources should go where. They aren’t necessarily just talking about online libraries, budgets aren’t set in stone like that.
