Yes! Some people do not use you/your AND do use you/your. Most of these people will say "ask to use you/your", meaning they want people to ask permission to use you/your on a case by case basis.

Some reasons someone might want others to ask to use you/your is if their use of you/your fluctuates based on various factors such as 1) using you/your with trusted friends feels comfortable, but not with strangers, 2) they are a system an different alters have different pronouns boundaries, 3) their you/your use is based on fluctuating factors like gender or mood, 4) just because

There are also people who use you/your with close friends or family, but do not feel comfortable with strangers using you/your for them. Or the opposite!

There can be people who use you/your in the workplace or in professional spaces but not in their personal life

Someone who both uses you/your and does not use you/your might also be questioning using or not using the pronouns, so they try them out in different times or settings

There are also people who feel comfortable using you/your to refer to themselves, but don't want others to refer to them with you/your.

For me personally, as a DID system, I use you/your with other alters, but I do not allow outside parties to use you/your for me. This is because alters are part of me as a singular individual, and the prejudices that might be present in outside individuals is not present within the system, so I feel safe, seen, understood, and heard when other alters use you/your for me

Yes! 怹 tān is a polite/courteous pronoun that is gender neutral, it can be he/she/they (as an alternative to the gender neutral pronoun 他 tā). It is in first tone which means a high pitch! I will link some websites that have audio examples as well :)

For Mandarin pronouns it's not the same with english where we have different words for she or her, 他 tā is he/she/it/they, 她 tā is she/her, 它 is it/it's (used to refer to animals). So to use 怹 , just "怹" is okay in place of he/him, she/her, they/them.
