Recognizing threats is an essential function of the human mind – think “fight or flight” – one that is aided by past negative experiences. But when older memories are coupled with stress, individuals are likely to perceive danger in harmless circumstances.

That's an interesting look at it. The fears have to come from somewhere and if you've already been in a troubled situation that caused a certain fear then perhaps you may associated that fear with the memory of the experience. But I believe it's not just negative experienced that cause this, as some situations people have never come across before and yet still find fear in them...
