Job security in Europe: How confident are you? 

Unemployment in Europe is now one of the biggest challenges facing the union, with over 25 million citizens out of work. Are you confident that you will find a job or stay in work over the next two years?

The leading Czech newspaper, Lidové noviny, reports on the new German plan to help reduce the extreme level of Spanish unemployment.

Lidové noviny quotes the BBC and reports that 52% of young Spainards are unemployed, the highest level in the European Union, so Germany, which boasts a 7.9% youth unemployment rate, has offered to engage unemployed Spainards in German companies, thus allowing them to gain valuable training and work experience for better employment in the future. The ministers of education of both countries signed a mutual agreement last Thursday. Not only have they agreed to train the Spainards, Germany has also promised to help Spain instill the dual educational system, which has long been regarded as one of the pillars of Germany’s economic success. Also, German companies operating in Spain have promised to hire more Spainards.

On January 25, 2012, the Deputy Minister of Labour and Social Affairs, Mgr. Karel Machotka, issued a directive to all Regional Employment Bureaus, ordering to stop issuing work permits as of July 1, 2012 to foreigners applying for jobs requiring qualifications lower than secondary school education with leaving certificates.

Those who already have work permits for such positions can apply for an extension of a maximum of six months. Applicants also must supply official translations of their qualification records, even though legislation doesn’t require them to.

Employers, potential employees, clerks of the Employment Bureaus and representatives of non-profit organizations immediately protested against this move, and the Ministry of Labour and Social Affairs issued a methodology somewhat alleviating the harshness of the directive on March 8, 2012. Still, this directive, meant to “keep” jobs vacancies for Czechs with low qualifications, is counterproductive economically, not to mention unethical and, in a sense, illegal.

Therefore, the Konsorcium nevládních organizací pracujících s migranty v ČR (Consortium of Non-Governmental Organizations working with Migrants in CZ), which associates 27 NNOs, issued an official statement denouncing this directive on May 9, 2012. Appropriately titled “Forcing Migrants off the Labour Market Shall Not Lower Unemployment”, it will hopefully lead to changing this directive and to further discussion about the importance of migrants for the workforce.

On May 2, Bavarian Employment Bureaus opened a branch office in the Czech city of Plzeň. Every first three Wednesdays of each month, three employment counsellors will offer their advice to those interested in working in neighbouring Bavaria. The counsellors speak Czech and will inform the public on the conditions of working in the German border areas near Plzeň. The office, which will be operated on trial until the end of 2012, is open from 9 to 16.

The office is operated by the Employment Bureaus of Weiden, Schwandorf, and Deggendorf, and will be offering job positions in the hotel and restaurant industries, in welding and machining, but also health care and social workers, among others. 

Workers at Plzeň’s Employment Bureau report that knowledge of German is not necessarily a prerequisite, but this depends on the type of employment sought (a welder does not need to know as much German as a waiter, for instance). The offer is also interesting for those who speak fluent German, since a scholarship is offered to young apprentices to study in German schools.

Work restrictions in Germany for Czechs were lifted last May, but only about 1000 Czechs have been registered in Germany in the past year. This is probably because of the language barrier, but it is still a surprising fact considering that the average salary in Bavaria is about twice that of salaries in the Czech Republic. At the present, there are about 30 thousand vacancies in Bavaria.
