if the price per oz difference is, say, 5 cents (probably a low estimate considering if you look into food distro prices the price per gallon of califia brand oat milk vs basic whole milk is pretty stark, in new york whole milk is less than $4/gal meanwhile oat barista milk is literally $12/gal). but lets say this person's company's sourcing really is just a difference of 5c per oz. they said it'a a 80c upcharge for using 16oz of whole milk. 16oz of a milk that costs 5 cents more per oz is literally 80 cents added onto the cost right there. if it's only a difference of 3 cents (even lower estimate and again highly unlikely it's that low), it's a 48 cent add to the cost. not to mention no price of anything is ever a reflection of what that thing "actually costs," (referring to this person saying that they "know for sure that it doesnt actually cost that much") the margin exists on top of the raw cost of the ingredients & operating expenses.
