hot take: it can be OK--good, possibly, even--when kids' shows do parody recreations of films from decades past. it really comes down to two things.
first, the quality of the parody recreation has to make sense and not be cruel to the audience. this is why the episode of victorious that's the breakfast club sucks so bad, but the episode of sam and cat that's the silence of the lambs is comparatively fine. the victorious episode is mocking the breakfast club for the productive thing about that movie: taking a new generation of teenagers and their emotions seriously. the sam and cat episode is fine--not good, of course, but acceptable--because it's mostly just sight gags that don't make horror fans feel bad for liking horror movies.
second, it's up to the parent/guardian/most culturally literate person in the child's life to explain what said parody recreation is. that's how conversations should theoretically get started. you lean over to your kid, and you say, "hey, i know you don't understand this, but let me explain the joke to you." and now, you and your adult share something a little bit special, and you're a little more culturally aware than you were yesterday. with the right adults and/or explainers in your life, kids' television like this can actually be a great stepping stone toward diversifying your media diet as you get older.
i'm not saying this is the case every single time, but i'm saying it's OK for it to happen. it's OK for kids not to understand older references in the texts that are primarily for them. what's not OK is to let your kids go without understanding the references, and unfortunately, that seems to be what happens most of the time.
teach your kids about art. take an interest in something. take an interest in them. there are too many parents out here who only care about quotidian tasks, and i'm tired.
