there's this popular fanon in the DE fandom that the Moralintern elects the innocences but that's not what happens, the Founding Party elects the innocence, which has its roots in the ancient Perikarnassian church. They are kinda like the Vatican. The Moralintern runs the International Collaboration Police, EPIS and the Coalition (they are like NATO, EU & UN) The Moralintern was started by some Founding Party members but the Founding Party did not disband after that
another popular idea is that what makes someone an innocence is having special inhuman abilities that normal people don't have. but so far it's only Dolores Dei who we know had weird stuff going on, and plenty of "ordinary" characters have special abilities (shivers, Zigi's special pale powers, Rodionov seeing the future etc.)
I've heard a theory that there can be more than one innocence at a time, but they choose the one that aligns politically + is compliant. I'm not that deep in the whole stuff, just saying what I've heard.
