Moreover, the rich pay lawers and accounting teams to ACTIVELY MAKE IT DIFFICULT TO AUDIT THEM. The IRS actually put together task force to finally go after billionaire tax fraud and they were immediately swamped in more red tape and civil court trouble than they could handle.

The government can't tax rich people because the rich are, in fact, so rich that they can leverage more power than the government.
