The Federal Bureau of Control is the funniest version of the SCP Foundation ever created because, yes, much like the Foundation they're the only thing between humanity and total, random annihilation by extremely stupid anomalies, but unlike in the Foundation the rate of utter stupidity in their ranks is so skewed that some of their top researchers genuinely had the research proposal of "Why don't we feed Alan Wake's writing into AI and try to prompt it to make nice things?", only for Alan, from the Dark Place, to write a manuscript basically asking them "Are you this fucking stupid or is this performative?" And then everyone involved fucking died.

There's actually no difference between New York City and Alan Wake's "twisted" nightmare version of it in the Dark Place. The average New Yorker is also a faceless shadow who will shove you to the ground if you get too close or shine a light near them.
