There is one day left until the new chapter. And just now I was able to translate this theory! Better late than never, yeah. I hope someone will be interested.

In the last chapters mangaka has shown us a strange thing: cracks on the Tokitatsu's and Yogi's faces, which look like a sign of a mutation. Even then I said as a joke that Tokitatsu is going to play for the wrong team. And now.... 

It was clearly stated in the canon: it is only possible to "cure" a person from mutation if the infection occurred just a minute ago + you need to cut off the infected part of the body with the special instrument (which Kiichi did with her scythe) and still it doesn’t surely mean you’ll succeed. 

In fact, saving Yotakа is the work on his body in order to save his mind without giving up the varuga abilities like mega-power, regeneration skills and other tempting stuff. Well, at least just saving his mind. But as soon as he is in the prestigious Tokitatsu's army, it makes sense to assume, that he has (and another gnomes-associates have it too) some things, which are not available for Circus's fighters, who have contact with incune only through the bracelet. 

This "salvation" can be called a repeat of the Yogi’s salvation - take the mutated child, try to block the bad [uncomfortable] and keep the good [comfortable] consequences of mutation. 

Do not forget about the emotional side, which may provoke mutation and take the situation out of control. Yogi was obviously brought up in the hothouse conditions to prevent such provocations (it backfired them now, in the present timeline, because they clearly overdid), Yotaka's memories was erased in order to prevent the impact of the memories on his soul and for him to be convenient. 

In fact, Yotaka is Yogi 2.0 – in manga it is directly stated, that their treatment is similar in principle (but Yotaka was certainly corrected into the "best" version - that person said it). To correct the treatment till the new technique is invented (that’s what happened), you clearly need to base on more than one patient (means there was not only Yogi).

And Tokitatsu has a lot of those little gnomes. 

What if his whole army consists of mutated children in the state of pause, who were created by Tokitatsu when he saw on Yogi’s example, that such creations are possible?   

And during this process, the methods were improving and the experiments on the newcomers were settling. 

And here is the question: for what, actually? Is it an army for an army? He has five (Oops, Toki, sorry, four now) ships. Need the personal spies? Oh it's good of course, really good, but we have not shown they have such tasks, which acquire the varuga’s abilities. 

And perhaps the army is not for the army, but for the technology? Its improvements, constant attempts to achieve the possibility of creating a superhuman, who would be stronger than a Circus’s fighter, but at the same time more reasonable than varuga? 

And for whom he creates this precious for so many years so tenderly, carefully, if not for himself? 

Yes, I believe that Tokitatsu wants more power and is ready to mutate for this - and, i think, he's already done.

By the way, there are little varugas gurgling in the cones~ Aww, they're cute, of course, but you don't think it's strange that they're in the Tokitatsu’s laboratory?

I have a long time is one theory. The idea of this theory is that Сircus and Kafka actually not fighting against each other, their rivalry is just an imitation of struggle. I have already written more than seven parts of theory (but that’s not the end) and hope that soon will be able to translate them all. At the moment, is translated only the first part. Please forgive me for the mistakes, I know English not very well.

About the origin of incuna cell: how it all began.

Canon (more accurately, Hirato and Akari) tell us (more accurately, Nai, Tsukumo and Gareki) the version: synthesis inсuna cells occurred thirty years ago, ten years scientists have conducted studies, and then decided that the creation of inсuna was a mistake, banned the human experimentation and shut down the project. Soon there was a theft sealed inсuna cells and the mysterious disappearance of the researcher team that rebelled against the ban. Two years later it became known about the murder committed varuga it’s Kafka emerged, the Circus was created through four years when the government could not keep silent anymore.

It would seem, what’s wrong here?

In fact everything!

1) Ten years of observations? For mutation as we saw in canon need a few days(or even hours!). The exception was Yotaka which turned into varuga for several years (but don’t forget that he was only feed the “vitamin supplements” and who knows when he finished the transformation: several days before meeting with Gareki and his new friends or a couple of years ago but finally turned just now).

Improve inсuna cell impossible so that long-term experiments to improve the cell ability excluded. Varugas unlikely initially behaved nice and friendly, but then suddenly become angry: in order to understand that the creation of varugas - not the safest occupation, was enough a couple of months of observations. Why would they continue such a dangerous project for ten years, if at the outset it was clear that it’ll end badly?

2) Prohibition of human experiments and the closure of the project. All anything, but about the banning of animal experiments said nothing (and judging by the information in the canon, animal mutation did not differ from people mutation), banned specifically human experiments. And what’s the point at the closure of the project if the source cell incuna not destroyed (later it was recreated from samples collected at Vinto)? If they wanted to end once and for all with incuna cell, much safer would be to destroy that from which it can be obtained, and not only dismissed research team.

3) About research team. People who are entrusted such a project, they are in the group SSS, they are the government tools, not just the people. How can they get away without being caught, how can they even make a move without government permission? Akari is one of the SSS too. Imagine that he decided somewhere to get away with the very important data: how do you think, he will succeed or he was caught before he could even get out of the Research Tower?

4) They were silent for four years? FOUR? During this time, half the country would die. What’s the point in such a great sacrifice when it’s possible to hesitate couple of months, sadly admit that there are fucking problems and start to fight with it?

But there is another version of the events that can answer the questions.

“OMG WHAT A TERRIBLE THIS INCUNA CELL THE HORROR HAPPENING TO PEOPLE  WE URGENTLY NEED TO CLOSE THE PROJECT” was not. Think about it, what the country having received their in hands the most powerful biological weapon which is virtually invulnerable, will voluntarily reject it with the words “no, we can’t, it’s dangerous?”

But it can’t leave it to yourself because the existence of such weapons is unlikely to favor the political situation in the world. It was therefore decided ostensibly to close the project and then simulate the theft inсuna cells: the country, on the one hand, in the eyes of others countries has deprived itself of these weapons and on the other by means of simulation of abduction(that’s why none heard or seen about scientists: it all happened with the government support, government not just shut down eyes, but was originally initiated) gave a strong start to plan (which is probably they hatched during the ten years).

After two years of silence when people calmed down, but still remembered in all colours, the government showed their evil creation with the name «Kafka». Kafka personified what people were so afraid of. People was need protection which the kind creation called «Circus» later provided to them.

But why only four years? Because if the government has responded to the threat at once then people have had a lot of questions: where did they get the plan, why was it invented, from which they again set up this cell. And don’t forget about how inсuna cell interacts with Circus fighters - you can’t just take this and do, you need first find out whether the blacelet will give you any effect. And if at that time – four years later – the human experiments  were banned, then… how would they able to realize such a struggle method, if it were not invented earlier?

They confirmed their past words by delay in response and their actions: the data about the incuna cell and research were destroyed, they created a situation as if they had to start all over again. So “for four years” because it’s not easy again start such a project.

In this way the government created Kafka that become the threat to other countries and Circus that must save people from the attacks by Kafka.
