It sure is. It's often considered the most "unfair" form of magic as it trivializes so many struggles the other spell schools face. I mean, the academy had to ban temporal manipulation to teach its students the value of time, and not relying on chronomancy to pass exams...
But that's not to say there's no countermeasures. Other wizards sometimes like to fight fire with fire, and use chronomancy themselves, which reverses the effects of an opposing time wizard's spells, but those less talented in the arcane have other options as well. Some people use time anchors, preventing themselves from being meddled with by chronomancy, and that usually does the trick.
But specifically that what I did just now was chronomancy applied to the planet. Countermeasures are few and far between, as magical feats on this scale are not considered to be the norm, so most people arent prepard for them.
Regarding your suggested approach of destroying space-time, I'm not actually sure if that would work, but I'm very curious to find out, if you want to.

Well, for me, there was the entrance exam to be admitted into the academy, and then an end-of-year exam every year until you graduate, depending on the schools you specialize in that can differ in length. But the title of "wizard" was technically yours as soon as you got accepted into the academy, then you'd be considered an apprentice or student wizard most of the time, and when you graduated, you'd be a full on wizard or witch or sorcerer.

Well, first of all the academy I went to no longer exists. The reality it was in no longer exists, but that's a whole different can of worms.
But I would assume that most of the time, it's a combination of both, a written part on the theory of magic, and a practical exam to showcase you have the ability to cast spells or use some sort of magic in some way. You might be able to pass without magic, making it seem like you can cast spells and stuff, but that wouldn't really be beneficial, since in the academy, I'd think you'd be learning magic, and if you can't or don't want to use it, why learn it in the first place?
