if octavia hadn't taken charge and forced people into eating human meat, they would have eventually done so anyway. just like abby describes at the beginning of the season.

the people who would have first started to resort to cannibalism would have to live with the fact that they choose to do this. the people who would have caved eventually would have to live with the fact that they would rather eat other people that die. and others would have refused to eat and would have starved right before everyone else's eyes. reminding them again and again of the fact that they choose to become cannibals rather than following their own sense of right and wrong.

it would have been complete chaos. wonkru would have broken apart. people would have started to commit suicide because they wouldn't be able to live with their own choice. every single person in the bunker would have to live with the fact that they would rather be a cannibal than dead. hundreds would be even more severely traumatized than they are now. a lot more people would have died once the chaos completely took over.

suicide, riots, murder, complete insanity would probably follow. in a permanently sealed bunker.

octavia saved them from that. she first made sure they didn't starve and then made sure they could all pretend that they didn't choose anything.
