because floch wasn't part of the levi squad and that is who went (as well as the Commander). i also am of the belief that during the timeskip the survey corps grew (which we know for certain) and the levi squad were not the only high ranking officers! i feel like when rebuilding the scouts after losing everyone during RTS they reached out to other regiments when looking for recruits, especially those who held high positions so that the survey corps could be built up again.
