Is she a student from their university? A neighbor? Is she like... a 4th wall break fan girl?

Momoko was one of the hoard of people who applied to be Souichi's assistant in vol 9, but we weren't introduced to her until the Vol 12 Extra. She is also Souichi's current assistant, Miharu's, friend. She had a crush on Souichi to begin with but has since realized that Souichi and Morinaga are dating and ships them.
