Jasper’s defining trait is not her strength, her prowess in battle, or her status as a warrior. More than anything else, it seems that Jasper is defined by her loyalty. Her comment that Rose seeks out the worst and lowest gems to gain their loyalty does point to the idea that gems follow the strongest person looking after them. Right now, for Jasper, that would be Yellow Diamond - she wears a yellow diamond, she was sent to assist Peridot on the mission, etc. It makes sense that after Pink Diamond was destroyed (or whatever happened) the gems that followed her would be parceled out to the remaining diamonds. But Jasper isn’t loyal to Yellow Diamond - not really. After 5,000 years, she is still loyal to Pink Diamond. Jasper’s loyalty is NOT fickle, which is admirable, but also lends itself to rigidity and single-mindedness, which we have seen from her from the start.

No wonder Jasper has been slowly unraveling. There is no one on Earth to enforce structure and routine, so Jasper has to rely on her own nature, rather than on orders. But the recipient of her devotion is gone, and the only internal cause she CAN cling to is revenge - which is probably why she has been breaking her own personal codes (engaging in fusion, working with corrupted gems, etc).
