The character that Kermit and Piggy met in that Free To Be special from 1988 is Khriusha the Pig and his show is called "Good Night Little Ones" and it's been airing since 1964 on Russian TV!

I never knew it had so many great crew members who would go on to bigger and better things like Paul Dini and Tom Ruegger.

McKenzie looked at Lupin in his Aipom form, "Is that a hand coming out of your ass?” "Oh, you are very observant," Lupin said. "At least my ass isn't on fire". "Whoa, sick burn!" said the Tyrouge. “My ass may be on fire, but can you do this?” Kitsune McKenzie, the Chimchar, ran to the kitchen, came back with some bananas, butter, sugar, cinnamon, a bottle of rum, and some ice cream. “I didn’t know they had rum here,” Jigen quipped, reaching for the bottle with his wing, before McKenzie slapped it. He sliced up the bananas  and threw them in a pan, then added the butter, sugar, cinnamon, and rum, and used his tail flame to cook them.  He then poured his concoction on a plate and put a scoop of ice cream on top. “Bananas Foster! Dig in,” he shouted. That is when they heard an all too familiar scream, “Lupin!” They all turned and saw Inspector Zenigata. Something was different about him, though. “Lupin,” he said, “There you are!” he ran up to Lupin and licked him with his big pink Growlithe tongue. “Oooh, Lupin, I love you so much.” “Pops?” Lupin asked what’s gotten into you?” The Growlithe licked him again and hugged him. “Yaay, you’re my favorite thief in the whole wide world.” The Herdier sniffed the air “I know dat scent, you're from Interpol.” “What?” Zenigata looked cluelessly at the other dog Pokemon. “You’re Inspector Kouchi Zenigata!” “Yeah, that’s my name.” The Herdier looked at the detective turned Growlithe “Don't tell me, you don't remember me..Tagh O’Broader? Remember the Troubles, I was a cop before I defected to the IRA, “Huh,” Zenigata said. “Don’t play dumb with me,” O’Broader said. “Have you even been paying attention?” The Herdier asked the Growlithe. “No!” said Zenigata. “Oooh, Goemon, you’re my favorite samurai, let me give you kisses! Oooh, what’s that smell?” Zenigata said, “It’s ice cream and bananas, that looks yummy!”

The Chimchar turned to Lupin, “Hey monkey, what’s your story?” “Tell me yours first, and I’ll see what I can do,” Lupin said. “I shall have you know,” The Chimchar said, “You are dealing with the infamous Kitsune McKenzie.” “Never heard of him,” Lupin said. “Never heard of him,” Kitsune said, “Don’t you know I happen to be the most famous thief in the world?” “Yeah, so,” Lupin said, “I also happen to be a famous playboy and a notorious con artist.” The Chimchar said, buffing his fingers on his chest. “Yeah, have you ever heard of Lupin III?” Lupin asked. “Is that some kind of Ace Ventura rip-off with Austin Powers cliches?” the Skitty asked.
