Hartz often reads the news and is flabbergasted by the contents. It's not like it's super impressive how a 'guy' with a paperbag on his head and fancy 'gadgets' has commited over 82,000 crimes.

Hartz isn't supposed to hang out with villains because she's a regular civilian, who does regular civilian things. She is not supposed to associate with wretched villains at all! On top of that, Dr. Kenning Flugslys has far better things to do over associating with foolish women his coworker is friends with. He's far too busy with work or sucking up to his boss. Not only that, but also, Demencia doesn't have many friends at all. She either violently ends them, or they leave(run) before she does so. She's also isolated by lord black hat to Hat Manor. When on missions, she's heavily monitored by Flug or some other means.

So, how did these hooligans meet, you may ask?

Demencia is often left to her (new) devices after she breaks them. They're like new toys for a pet—she doesn't leave it until she's bored of it. With her social media, she came across Hartz on an internet forum talking about raccoons and other critters that kept ravaging the trash at her Butchery, before her account got deleted.

With each new account came more interactions over text, and they became friends! Though, verifying every acc was Demencia was annoying. All chats were through a screen until Demencia came across her in person while on a mission.
