Harrow keeps her hair shorn and I believe had parents do as well. I will say that as the religious leaders of the congregation they might follow a slightly stricter version of the rules. (Itās implied that wearing face paint 24/7 is more of a harrow thing and people donāt really wear it when theyāre at home)
either way, the ninth tries to live as resourceful efficiently as possible and people are constantly creating hair.
If everyone shaves their head semi regularly then the hair would probably be short enough that itās be used for stuff starting fires. If they had enough of it they could try to use it for stuffing objects like pillows, (rare but does happen)
my other idea based on the fact that the ninth is morbid, and their clothes seem pretty complicated, harrow specifically has a lot of jewelry and buttons and lace⦠maybe they use their hair for decoration. In the Victorian era people used to make jewelry out of their hair. It would be resource efficient, morbid, connect you to the dead, and pretty.
Also think of this⦠knuckle bone prayer beads made from an ancestors bones with their hair as the cord.
I dunno maybe they would grow their hair out specifically for the purpose of using it. I feel like thatād be a good exemption.

The ancient world was full of textile masterpieces we can only imagine⦠but most of them have rotted away. So few of them have come down to us in these days that we think of metal and stone as the primary mediums for the oldest artworks. But there were tapestries and fabric work that would have rivaled the finest wrought gold and iron and the first cave paintings.
This is a incredibly rare find. A ball of yarn made from stinging nettle fibers in the Late Neolithic (5900 years old) in whatās now Marin-Epagnier in Switzerland. The thread has been preserved by being carbonized. Look at how much thread that is! And how fine and even it is spun! The skill going into this is absolutely incredible. Imagine the incredible textile work that mustāve been made with that. For a reference hereās a ball of nettle yarn I managed to make with a drop spindle. That took me 300 hours of work.
OOooh, we are going to be visiting Switzerland later this summer and we are so going to the LatĆ©nium where that old ball of yarn is housed. I canāt wait.
