She's electric = Liam was always electric since he was a kid, possibly some undiagnosed neuro thing
She's in a family full of eccentrics = Noel talking about their family probably
She's done things I never expected = I've read somewhere (can't remember exactly where) Noel saying that liam always surprises him or something along those lines
And I need more time = time for what?
She's got a sister = noel talking about paul probably but I'm not sure because in other songs he talks about liam as a sister so yeah, also it's not that important here
And God only knows how I've missed her
And on the palm of her hand is a blister
no idea what the lines above are about, maybe they're just words to fit in the melody
And I need more time = once again, more time for what?
I've got my mind made up now (made up now) = he already made a decision but needs more time for some reason that he never specifies
Do you know what I'm saying? (What I'm saying) = who in the whole world says 'do you know what I'm saying?' (do you know what I mean?) more than liam?

We don't get on with one another = I think in this part he's talking about himself and the conflict that he has with his own self
But I quite fancy her mother
And I think that she likes me = when noel was young him and Peggy were very close, and of course he fancies his own mother lol
