For example, if you were able to con the public at large to fund a “public” parking lot, there will be limited resources to allocate to the public.  When a system of “first come, first served” becomes impractical to everyone who wants access, they must revert back to some kind of system of pricing or lottery or granted privilege to create order out of chaos and to deter free riders from abusing the commons.  That means that someone now has to become a community authority who from there on will decide how to allocate this community property.  This is the crucial failing of all socialist and communist schemes.
