It's brilliant for the Capitol to frame the substance use of victors as a "moral failing," because it relieves them and the Games of the blame. Haymitch was a drunk because he's a lazy bum, not because he watched everyone he loved die (a belief that even had Katniss fooled in the beginning). The morphlings were addicted because they can't help themselves but to get high, not because they were trying to self-medicate their trauma.
They could parade victors like Finnick and Enobaria who kept up appearances, who didn't fall into the most obvious pits of despair as those who prove the Games right. That the torture of the arena is only temporary and pays off in the end for everyone. While the rest of the victors get treated as bad apples for simply coping with what they were forced into.
According to the Capitol, it's fine to bend, but a sin if they snap.

a thing that i particularly love about the hunger games prequels is how it shows that people have been fighting against the games since their inception
when i was younger and read the original trilogy for the first time i was so bothered how it was 74 years of games, i remember thinking how could it have gone on so long without anyone doing anything
these prequels highlight that people have been fighting from the get-go: lucy gray's defiance, reaper ripping down panem's flags to cover the fallen tributes, haymitch's games and how many others shared his ideologies - the capitol just drowns them out, they rewrite their stories so their efforts are forgotten
liberation takes time and it's built upon the actions of those in the past
sunrise on the reaping is just this onion headline over and over again:
the way haymitch must have seen it as all his ghosts coming back to haunt him at once when katniss walked onto the train with the face of burdock and asterid, the pin of maysilee, the voice of lenore dove, and a background so devastatingly similar to his own. of course sweetheart slipped out. and of course he did everything he could to keep her alive
Suzanne Collins just said fuck you to everyone who’s ever critiqued the Hunger Games as being a “teen girl saves the day” story. She said oh, Mockingjay didn’t make it clear enough? Here’s a book about how people have been rebelling for decades only to have their efforts suppressed and propagandized. Rebellion takes time and it takes failure and Katniss may have been the spark that ignited the wildfire but she did so standing atop the doused flames of everyone who came before her.
anyone else thinking about effie spending 24 years watching haymitch completely fall apart. effie, who met haymitch by accident, who knows exactly what kind of person he is, who sees him every year on his birthday for 24 years and each year he’s drunker, each year he’s angrier, each year he’s faster to give up. and then they get katniss and peeta. peeta, who is kind and open and understanding, who refuses to give up on haymitch. and katniss, who is so much like haymitch at 16 that it hurts. and over the few days they’re together, effie watches haymitch come back to life. watches him try. watches him have hope. and then they get to keep not one but both of those kids. they get to come home. and then, less then a year later, effie pulls haymitch’s name at the reaping.
