Peeta would’ve wanted to toss those loaves for anyone starving and near death (definitely in his adulthood). The fact that it was Katniss only complicated his reasons, the fact that it had been Katniss only gave him the bravery he might have needed to take a beating for it.

Her parents should have protected her properly; that is their job. In fact, her parents should have protected the entire family by keeping Lydia at home and trying to teach her some common sense
