Chiharu Bakugo was born Yuuto Bakugo is a transgender female. Her and Seiichi was both born from a surrogate mother, well something happened during the growing process of the pregnancy and the surrogate's genes mutated the genes of both Kirishima and Bakugo. Instead of a combination of their two quirks, both of the children developed completely different quirks than their parents. Chiharu had met her cousin Amaterasu at a young age before anyone else realized that she was still alive, she had convinced Chiharu to join the League of Villains without her parents or sibling know. There was then a plan to act like a hero and get information from U.A High and that's how she ended up getting into Class 1-B.
