Penguin falls in love with a woman named Dovina and gets out on parole, swearing to give up crime and live a normal life with her.

Bruce does not believe this for a second and argues against releasing him to the board.

He continues to obsess over it and is convinced Penguin's up to something shady, even when Jason AND Gordon are like "idk man it might be legit."

(In Bruce's defense how many times has DC pulled the "This Rogue has reformed! Wait, nevermind they're at it again." plotline? There is precedent to be skeptical)

(Side Note: Penguin and Dovina are actually very cute and Dovina was funny as hell for chewing Bruce out)

The real issue is that Bruce is so certain he's right that he raids Penguin's umbrella factory, but it really WAS a legitimate business.

And not only was it legit, but Penguin was giving jobs to former jailbirds like himself so they could get back on their feet and rejoin society. Which if you know anything about the US criminal justice system is often extremely difficult.

It's a genuinely noble thing to do, but all of them working together like that is a violation of parole. And while the others escape, Penguin doesn't and this incident will put him right back in jail.

Bruce, to his credit, is rightfully horrified at how badly he fucked this up and argues vehemently in Penguin's defense, explaining the whole sorry story to the board. Unfortunately they don't care about the reasons, only that Penguin violated parole.

He goes further in trying to at least partially fix his fuckup by telling Dovina the truth, so she knows Penguin didn't actually break his promise about going straight.

In 1914, Adine T. sent a letter to her local police to grant her a pass to dress as she pleased. She petitioned that "I be granted permission to live as a woman, to wear female clothing and to pursue female occupations, and to be considered a woman before the world in all and every respect, since my emotional feelings are totally feminine and I feel unspeakably unhappy in male clothing."

Her gender was so clear that even the conservative Swiss government had to recognize it. Obtaining permission to live as a woman "is a matter of life and death for me," Adine added.
