Yes, getting pregnant was her idea and ultimately her own choice, but it was one she made only to protect herself from being turned into a titan and being forced to have as much kids as she can in her reduced life-span of 13 years and having to continue the cycle of the Reiss family of kids having to eat their families.

The fact that she made the choice of her own accord doesn't make it less of a bad situation for her. She didn't get to choose this out of love or out of genuinely wanting a family, she did it merely to save herself from a worse fate. Had she not been in such a predicament, she would've not done it.

So, how much of a "free choice" is it, really?

Making the choice of having a child is not as inconsequential as people try to make it out to be in order to downplay the horrible circumstances Historia found herself in. We are talking about a process that takes an incredible toll on a woman's health. Giving birth on itself can be mortal, the chances increased in a place like Paradis, that is a hundred years behind the rest of the world.

Sure, she's happy with her kid at the end because she knows her baby is not to blame for her situation and doesn't take it out on her, breaking the cycle of abuse she faced from her mother. But that doesn't take away how gruesome the situation was for her.

It is also ignored how inherently misogynystic her fate is and it is rarely discussed. Not only in a meta way, but in-universe too. The way all these male military figures didn't have any issue or care to use a woman's body and pregnancy as a commodity for their own plans. Even as the most important political figure in Paradis, Queen Historia, was not exempt from facing misogyny.

Historia even faces the very same threat that was made to Dina Fritz, when The Owl was rightfully terrified of the Marleyan Military finding out about Dina's royal bloodline, knowing what they would do to her had they known. It was considered so bad of a fate, that even ending up a mindless Pure Titan was preferable to that.
