I was once in a public library in Alexandria VA (just outside DC) when I watched a librarian carefully explaining to (I'm guessing) a recent immigrant what a public library was and how it worked.

No, you do not have to pay for a library card, she said. And it's good in any library in our system; I can show you a map if you like.

No, you don't have to pay to check books out. Just let us know you have them, and bring them back when you're done.

Yes, you can come in whenever the library's open. You don't have to make an appointment.

Yes, you can read anything in here. There are no restrictions. If there's something you want to read that we don't have, please tell us about it and we can try to get it for you. No, there's no charge for that.
