Some contextual notes: Sauget, Illinois, was originally incorporated in 1926 under the name "Monsanto" as it was founded by the Monsanto Chemical Company to provide a lighter regulatory and tax environment for its heavy chemical production. It was later renamed “Sauget” (pronounced “soh-ZHAY”) in 1969 to honor its first mayor, Leo Sauget. The village of Monsanto/Sauget is historically known as ground zero for the production of nearly all polychlorinated biphenyls (PCBs) used in the United States from the 1930s through the 1970s. This legacy of heavy industrial chemical manufacturing has left a significant environmental footprint, prompting numerous ongoing environmental cleanup efforts and legal actions.
