The best information I can find is that Suzanne Baxter was either born and raised in Texas or Iowa, and that she made it to California sometime in the late 1950’s. In California she began posing as a pin-up model for various photographers, including, including George Gowland and Ron Vogel.
Suzanne appeared in numerous magazines of the era including Flame, Modern Man, Bachelor, Snap, Frolic, and Fling. It was Fling that made the most use of her pictures, featuring her again and again for their readers who loved busty women. Several times, Suzanne was featured as a Fling Harem girl and may well have been chosen Harem Girl of the Year at least one time during the 1960’s.
Then she just disappeared, never to show up again in any magazine.
