In October 2003, Jeffrey L. Ott, P.E. started Ott Consulting Inc. (OCI) with Reynold E. Petre III, P.L.S.  In 2006, they purchased East Penn Engineering in the Slate Belt to expand their services into the Slate Belt and Pocono areas.  OCI currently has an office in Zionsville, PA and Bangor, PA.  We provide civil engineering, environmental engineering, site design, surveying, landscape architecture, sewage enforcement, aerial data capture using our UAS (drone) and geographic information system services to municipal, private, and institutional clients. Since opening our office almost 15 years ago, we have been appointed by Washington Township, Plainfield Township, Bangor Borough, and East Bangor Borough in Northampton County as well as Upper Milford Township and Alburtis Borough in Lehigh County as their Municipal Engineer.    We have also been appointed as the Alternate Municipal Engineer for Portland Borough and Wind Gap Borough in Northampton County and Hamilton Township in Monroe County, and engineer for the Roseto Borough Sewer Authority. Our municipal services include the preparation and review of various site plans, code enforcement, construction observation, sewage enforcement, application reviews, and infrastructure improvements.  OCI also performs site inspections, roadway pavement design, sanitary sewer inflow/infiltration studies, environmental permitting, PennDOT permitting, MS4 and stormwater management permitting, park planning, regulatory signage and testing.    With the recent opening of our expanded office in Bangor, we anticipate extending our services into the Pocono Region. Over the past 15 years, Ott Consulting, Inc. has prepared design and construction plans for various residential, commercial, industrial, and institutional projects throughout the Lehigh Valley, the Slate Belt and beyond.  Some of our most notable projects include the Promenade Shops at Saucon Valley, the Weis Market in Forks Township, the new Faulkner Dealership facility on Stoke Park Road, the six-story Hyatt Place Hotel in the city of Bethlehem, a nine-story parking garage in the city of Allentown as well as several projects at the Saucon Valley Country Club.  We also contracted with PPL Utilities to perform survey, design, construction observation, and as-built plans for many of their Service Center parking lot rehabilitations and expansion projects.  Recently, we completed land development plans and permitting for a two-story, 80,500-square-foot transitional care facility and a five-story, 111-room hotel and banquet center, both located at the former Center Valley Club in Stabler Corporate Center. We also provided construction survey services for a new 1.1 million-square-foot manufacturing/distribution facility on an 800-acre parcel in the Chrin Commerce Centre, and prepared land development plans for the expansion of an existing restaurant along Route 378 in Saucon Valley.  More recently, we have entered into a contract with UGI to provide survey and design services. As Ott Consulting Inc. looks forward to another 15 years of service, we anticipate growing the firm to meet the rising needs of our clients.  As we have done for the past 15 years, we will continue to provide excellent service with a personal touch. 

In 2016, Ott Consulting entered into a contract with the Roseto Borough Sewer Authority, Northampton County, to provide engineering and survey services required for the maintenance and operation of the Borough’s sewer system.  These services were essential to the Borough’s Sewer Authority providing critical detail documentation of all system facilities. Our first responsibility involved our survey team locating each manhole in the sanitary sewer system and collecting elevation data for the rim elevation and the invert elevation in the middle of the flow channel.  From these surveys, we prepared an overall system map in addition to as-built plans and profiles for each sanitary sewer main.  As a result of a Department of Community and Economic Development (DCED) grant application prepared in 2016, working with the Borough Sewer Authority, Ott Consulting assisted in preparing a detailed contract for sanitary sewer cleaning and televise/manhole rehabilitation of the borough-wide sanitary sewer system. Project tasks that were performed during 2018 included cleaning and televising the sewer mains in the entire system with reports, manhole inspections with reports, chemical root removal, and test & grout seal joints. On June 30th, Jeffrey L. Ott, P.E., M.B.A., S.E.O., President of Ott Consulting Inc., joined the Joint Environmental Advisory Council (EAC) of Upper Milford Township and the Borough of Emmaus in a clean-up of the riparian buffer area located behind the Emmaus Public Library. The clean-up effort involved removing invasive plants and debris along the buffer at the stream between Chestnut Street and Ridge Street. Ott said, “Our firm finds great satisfaction in volunteering to support the communities we serve. On Wednesday, May 30, 2018, Jeffrey L. Ott, PE, MBA, President of Ott Consulting Inc.Jeffrey L. Ott, the Borough Engineer for Alburtis Borough, presented information regarding the Borough’s stormwater management system, a part of a MS4 Public Outreach Program. Stormwater regulations associated with the Federal Clean Water Act (CWA) are administered under the Municipal Separate Storm Sewer System (MS4) program. The MS4 program focuses on managing discharges into the waters of the region through education and implementation of proper control measures and best management practices (BMPs). Mr. Ott discussed the goals and requirements of the MS4 program. Mr. Ott presented the MS4 Storm Sewer System mapping and provided background on the firm’s activities over the past year. Secondly, Mr. Ott discussed the Pollutant Reduction Plan (PRP) requirements. The PRPs require existing pollutant load calculations. A specific load reduction must be accomplished within a 2018-2023 permit term. The preparation of a PRP also involves the mapping of drainage areas, reducing loads by existing BMPs, identifying required load reductions and locating planned BMPs. The specific goal of the PRP Plan in the Borough of Alburtis is to reduce siltation in the Swabia Creek and the Little Lehigh Creek. The proposed PRP Plan consists of two options: streambank restoration along a portion of the Swabia Creek to the east of Glenn’s Woods development and/or a vegetated open channel on Maple Court, on a Borough owned parcel between Glenn’s Woods development and the railroad tracks. Ott, PE, MBA, President of Ott Consulting Inc., the Township Engineer for Washington Township, presented information regarding the Township’s stormwater management system, a part of a MS4 Public Outreach Program. Secondly, Mr. Ott reviewed the Ordinance requirements that every MS4 permittee must enact which: is consistent with DEP’s 2013 model ordinance or DEP’s 2022 model ordinance, or is from an Act 167 plan that was approved by DEP in 2005 of later, or meets the requirements in DEP’s Stormwater Management Ordinance checklist. Alburtis Borough – DCED PA Small Water & Sewer Grant – successful grant application

Ott Consulting Inc. recently prepared a successful application to the PA Department of Community and Economic Development (DCED) for a small water & sewer grant. The DCED awarded the Borough of Alburtis a grant in the amount of $300,000. Ott Consulting Inc. is spearheading the preparation of plans for a sanitary sewer rehabilitation project which includes rehabilitation of sewer lines, laterals and manholes within the Borough of Alburtis. The project is a continuance of the Inflow & Infiltration (I&I) reduction program, which aims to reduce the I&I issues by systematic rehabilitation and replacement within the Borough. The intent of the project is to seal leaking pipes and manholes and address structural concerns primarily by rehabilitation efforts. The results of these investigations will identify the appropriate rehabilitation technique. The rehabilitation project is scheduled for summer 2018. Ott Consulting Inc. aided the Borough of East Bangor in obtaining the necessary funding through an LSA Program Grant for a Stormwater Remediation Project along North Broad Street. The awarding of this grant will allow the rehabilitation of the existing, collapsing system, thereby mitigating hazards for public and private property in the area by properly managing the stormwater runoff and eliminating the damaging erosive conditions. OCI supported the application of the grant in an effort to protect the natural resources of the area and the health, safety and welfare of the citizens within the Borough. OCI is currently finalizing the contract documents for bidding and construction. The staff at OCI attended a presentation given by Freddy Lutz, the Director of Strategic Planning and Client Development with PennBid – Pennsylvania’s no cost,e-procurement and bid management program.

  OCI will begin utilizing PennBid for all of its bid solicitations to streamline the bidding process for our municipal clients, providing a more timely and effective way to communicate with clients and bidders. PennBid will save Ott Consulting and our client’s time and money with its straightforward time and cost saving benefits. It will attract a larger, more qualified vendor pool and reduce costs for potential bidders. All bids and proposals submitted will be maintained on a secure site that will also allow for the posting of questions - asked and answered. South Second Street - Borough Of Emmaus

Ott Consulting Inc. prepared a Minor Subdivision and Land Development Plan for two lots on South Second Street in the Borough of Emmaus. OCI performed a boundary and topographic survey of the parcel and created an existing features plan, which was used to prepare the Land Development Plan set. We also completed a sewage facility planning module and submitted to the proper authorities to permit the anticipated increase in sewage flows. The project was located in a High Quality watershed, which required submission of an Erosion Control Plan to the Lehigh County Conservation District. OCI prepared the application and submitted the plan and report to the LCCD. A zoning variance was also required due to an encroachment within the side yard setback. Ott Consulting Inc. aided the Borough of Alburtis in obtaining the necessary funding through a Multi-Modal Program Grant for Walnut Street.

  The work was between 2nd & 3rd Streets and between the southern school driveway and S. Oak Street. The goal of the Borough is to remove foot traffic from the street and to provide a clear and protected route to school and recreation facilities along Walnut Street.   Curb, sidewalks, and ADA ramps will be installed on the west side of Walnut Street. The proposal also includes the installation of a storm sewer system to improve drainage. The Borough road crew will then repave the portion of Walnut Street from Third Street to Front. Paving Season Extended with use of Warm Mix Asphalt

In the past, the cutoff date for placing bituminous asphalt wearing and binder course in our area of Pennsylvania was October 31st. Certain restrictions would then apply after that date. However, with the introduction of Warm Mix Asphalt (WMA), PennDOT relaxed those restrictions as long as the temperature is 35 degrees and rising. Application of WMA has many benefits. It is a proven technology that can reduce paving costs, extend the paving season, improve asphalt compaction, allow asphalt mix to be hauled longer distances and improve working conditions for road crews by reducing exposure to fuel emissions, fumes, and odors. The building will serve as our Lehigh Valley office, replacing our current location at 222 Main Street in Emmaus.
