If Falice got together, would they be step siblings? Yes. Does being a step sibling suddenly mix up your entire DNA to cause blood relations? No.

Incest is incest because of close blood relations. Polly and Jason were incestuous because they shared the same bloodline. Betty and Jughead don’t. Alice and FP don’t.
