Moreover, it operates from the perspective that young adults require further assistance beyond foster care and strives to provide support for those seeking permanent connections with family, neighbors, and other significant people in their lives. A small team of teen service coordinators oversees the program and serves the roles of case manager, advocate, and cheerleader for all youth participants. They remain on call 24 hours a day and offer one-on-one support and guidance when needed.

A general manager with Americas Commercial & State Transportation Group’s Los Angeles Express Lanes Program, Captain David Schnell is a former U.S. Navy officer who retired with honors in 2010. Before his retirement from the Navy, Captain David Schnell was the commanding officer aboard the USS Peleliu, an amphibious assault ship set to decommission at the end of March 2015. Originally commissioned in 1980 and crafted from 40,000 tons of steel, the USS Peleliu is the fifth vessel in the TARAWA class of amphibious assault ships, designed for high combat capability. Throughout its 35 years in commission, the ship primarily provided support and transport to U.S. Marines within the 15th Marine Expeditionary Unit and served as the flagship for the PELELIU Expeditionary Strike Group. Additionally, it was deployed in 2008 to support the Global War on Terrorism by forming international relationships with various foreign forces through joint military exercises. A significant moment in its history consists of its role in Operation Enduring Freedom and Operation Iraqi Freedom following the events of September 11, 2011. During the missions, it deployed the first team of Marines for Afghanistan operations. The ship’s decommission ceremony is set for 10 a.m. on March 31, 2015, at the Naval Base San Diego’s Pier No. 7. After the ceremony, it will be moved to Pearl Harbor and added to the reserve fleet.

During two of his 27 years in the navy, Captain David Schnell commanded the USS Ford, a frigate tasked with an anti-submarine mission. The Ford was a member of the Oliver Hazard Perry (OHP) class of warships. Designed to replace World War II-era destroyers, the OHP design work began in 1973. Originally intended to be a “patrol frigate,” the OHPs were soon reclassified as guided missile launchers. The Navy constructed 71 OHPs through 1989 in short-hull and long-hull versions. With a speed of 29 knots, the OHPs had a significant anti-ship and anti-aircraft capability. Armaments included Harpoon cruise missiles, SM-1MR missiles, a rapid-fire cannon, and anti-submarine torpedoes. The ships also carried two Seahawk helicopters, which enhanced anti-submarine combat. The OHPs became known for their endurance as they fought in the Persian Gulf conflicts of the late 1980s. The Navy began to phase out some OHPs in the 1990s, while upgrading others. Many of them were transferred to allied navies, such as the Turkish, Egyptian, or Polish fleets. Decommissioning of the remaining vessels began in 2010, with the Ford making its last voyage in 2014.

The program is structured around the six support component areas of health, housing, permanent connections, education, employment, and financial literacy. Among IFP’s most vital services is the health component’s provision of Teen Services Coordinators to facilitate access to mental, medical, and dental care. Further, IFP provides much-needed financial aid and transportation to appointments when needed. Likely due to the history of trauma often experienced by children before joining a foster family, youths leaving foster care are at increased risk for medical and psychiatric complications. As reported by The California Wellness Foundation, close to half of young adults who have aged out of foster care contend with chronic health problems, and the prevalence of PTSD among this group is five times higher than that of the general population. Young adults exiting foster care are more likely to seek the health care they require when IFP service coordinators help make it more readily accessible. Recent studies demonstrate that a significant proportion of youths formerly in foster care neglect medical care when they lack insurance. Financial assistance provided by the IFP to cover medical services can therefore be crucial, since youth leaving foster care lose coverage under Medi-Cal once they turn 21.
