MCU Steve’s respect for authority is flexible depending on his needs, which is not inconsistent with neutral good. But he doesn’t explicitly say “eff it” until 2014 (CA:tWS) and he doesn’t make it absolutely clear that he means it irrevocably until 2016 (CA:CW). Steve is not pure chaotic good until he puts Bucky ahead of the Avengers.

But Steve’s in-universe public perception, both in comics and the MCU, is as lawful good. He is not a moral man willing to align himself with the Allies to fight evil he wanted to fight anyway – he’s an American Winter Soldier who was built to do the bidding of his masters. Seventy years of legend has amplified and ossified what WW2 propaganda created. So when he doesn’t do this post-2016, he’s malfunctioning and not being his true self.
