Keep in mind while all of the things in the movie are happening, Sharon is still reeling for the death of Peggy, while Steve knew her for a few years, Sharon had a lifetime with her

Sharon only a little while after the funeral has to jump into action because there was a major terrorist attack, in which she discovers that it was Bucky Barnes who is going to be held responsible, despite the enormous risk to her job she gives Steve the information, so that he can protect his friend; more importantly give Bucky a fair chance [she warns Steve about the shoot to kill order so that he is prepared to prevent that outcome] 

Sharon recognizes that Bucky despite everything he has done was brainwashed, and so he deserves better, and she willingly helps both Steve and Bucky - I am sure that she knew about Bucky before hand, and with access to the Hydra files choices to believe that Steve is right, and Bucky is more than the winter solider

Sharon sneaks the footage into Steve’s room, so he can hear Bucky’s integration - which allows Steve the time to figure out what is actually going on - more importantly it gives Steve the chance to get answers to who Bucky is, and perhaps his mental state 

Sharon then defies all protocol and tells Steve where Bucky is so once again he can try and protect him - she believes in Steve and Bucky immediately 

Sharon goes up against Bucky as the Winter Solider without hesitation in order to protect people, despite the fact that he just took out two avengers 

Sharon again risks her career and her freedom by helping Steve and Sam get their armor back, so they have a fighting chance against Iron Man and his team - this is after the accords so this is a huge risk for her
