We know from Catty's summary of the prophecy that Hometown is aware of "The Prince" in some capacity, and holds him in high enough regard for her to mention him and call him cute. Ralsei is an important religious figure to Hometown, even if they don't seem to know his name or anything about him that isn't covered in the prophecy.

Think about how much Ralsei is associated with flowers, such as the floralsei shirt and the newsletter gif. Most people have been taking this as an indication that Ralsei will fight a flower boss alone or have some other big character moment associated with flowers in this chapter, which could still be true, it doesn't contradict my theory. But it could also mean something more.

I'd like to suggest that Toby's old "Ralsei gets mixed up with flowers" tweet is actually foreshadowing to an association with flowers being another expectation that the prophecy places on Ralsei, one which will eventually be defied.

Think of it this way: Isn't it interesting how the newsletter gif specifically shows Ralsei growing a flower from his head while wearing his hat and taking on his chapter one appearance? We've never seen him wear his hat after ch1, but his sprite wears it in Tenna's games, which many people have taken as an implication that Ralsei was never supposed to remove the hat. Hatted Ralsei represents a complicit, prophecy-following Ralsei, and Hatless Ralsei represents a Ralsei that values his friends and his identity, and believes in trying to change fate. So isn't it strange that he puts the hat back on when shown growing a flower?

I'm theorizing that Ralsei being associated with flowers is the belief held by Hometown and the followers of the Delta Rune religion. And if that's the case, then it's entirely possible that the amount of flowers being used in the festival is to honor the prophecy's Prince. The flowers represent the Third Hero, a fluffy hat-wearing prince who's "Always getting mixed up with flowers..." Even though that hasn't happened.
