According to the file, they’re a mutant with the power of PREHENSILE HAIR & MESMERISING PRESENCE. That must be why they’re CAUTIOUS and SELF-DESTRUCTIVE. If you ask me, they remind me of teeth clamping down on a lower lip for silence, endless braids of hair like strangling ropes upon a throat, and being unable to look away from something terrifying. BIO:
Bina was the most beloved baby. Beloved by her parents, and by the whole community. Everyone doted upon her. She wanted for nothing. Even before she had language to ask for what she wanted, it would be given to her before she even knew she needed it.
Her community was overall anti-mutant, having suffered great losses during the first wave of mutation -- her own mother was a pariah because of the harm she'd caused. But everyone made an exception for Bina. The trouble was, they didn't know why. Her hair set her apart as an obvious mutant, but nobody realised the secondary mutation: her mesmerising presence.
So she grew up, happy, loved. Married her first crush. Bina thought she was the luckiest girl alive; she didn't always got what she want, but if she expressed her wishes then the people around her were usually kind enough to help her fulfil them. She had so much love to share, and she just assumed it was the same for everyone else.
It was a quiet life, until a newcomer joined their village. This person was a mutant, with power nullification. For the first time in her life, Bina's hair fell unmovingly down her back. But more than that, suddenly people looked at her with clear eyes. Thus began the witch hunt: she had ensorcelled them, against their will, manipulated them, turned them to her whims.
Bina was held down, her head shaved. And then she was chased from her home, and from the community that did not actually love her. The accusations were true, she supposed. As she travelled, she learned more about mutations, and learned about her mesmerising presence. It made her sick. It made her whole life an insincere lie, when all she ever wanted was to love and be loved in return. This mutation left her, essentially, unlovable.
She came to Sol City by chance. Having travelled South, first by foot and then by boat from the bay of Bengal, she didn't want to form a community. But community found her, when the ship she was on wrecked and she washed up on the Austrlian shores -- the sole survivor, having protected herself in a cocoon of hair.
She tries to keep to herself, now in Sol City. Bina is prone to nonverbal periods, and when she does speak it often takes her a while to form sentences as she thinks carefully how to phrase things so as to avoid expressing desires, or anything that might influence people.

how do they feel about living in sol city? have they always lived there or did they travel from another settlement?
It's just a city. She doesn't love it. She's been here a few months now and is still getting used to being surrounded by such a dense mutant population. It feels more metropolitan than her home village, and she does like that aspect because its easier to get lost in the crowd.
do they trust the council’s leadership? why or why not?
More than some. She understands the choice to put only humans on the council, given how dangerous some mutations can be, but questions the efficacy of 'democracy' without regular elections.
if they chose their sector and profession, why did they make that choice? if they didn’t, why not? were they happy with their assignment or not?
She didn't choose, but is happy enough where she ended up. It's easy to isolate herself, as she lives alone in a dome shaped structure half buried in the sand, and the vaporators aren't so complicated to maintain.
what’s one object that they always keep on their person?
The ol' wedding ring, of course. Bina doesn't know if she considers herself married or not: her mutation made it sort of a sham, and she'll never forget the hatred in Gamya's eyes after her mesmerising presence was dropped. But either way, the ring is a good reminder of her limitations and her past.

what can your character do? what are their strengths?
Prehensile hair: Bina can grow her hair at will (it's usually around knee length). She can constrict with it, grab and manipulate objects, use it as a whip-like weapon, form it around herself like a shield (the latter two are her methods for fighting with the Unburdened). She can also hide her face behind it in shame! That's not a mutation thing, anyone with long hair can do that!
Mesmerising presence: does what it says on the tin, really! Beholding her, you feel almost hypnotised. You want to do things for her and make her happy, and the longer you are around her the stronger this feeling typically grows.
what can’t they do? what are their weaknesses?
Prehensile Hair: Her hair is still... hair. She can grow it back pretty fast but not instantaneously, so if someone cuts or burns it off there's not much she can do in the moment.
Mesmerising presence: mutants with indomitable will or similar mind-based powers can be immune. Her presence has no impact if you can't see her, and time/distance loosens her hold anyway. None of this makes much difference because she puts so much effort into not utilising this power anyway!
is there anything else you’d like to specify about them?
She generally wears her hair loose, and it WILL be in your way. It's just so useful keeping it long! But it can sort of react to her emotions if she doesn't focus on keeping it in line, so it can be a gauge for her responses.
She is deeply uninterested in romance because she doesn't think anyone can truly love her, and obviously has concerns about anyone's ability to consent to intimacy with her due to her mutation. I myself, however, am a hopeless romantic and would love to find a way for Bina to find love <3 so you CAN change her mind.
She is with the Unburdened not because she loves fighting, but because she hates herself. She will lash out and give the fight her best effort but she honestly likes it better when she loses. She doesn't want glory or money, she just wants to self destruct.
