if FlashFam was a sitcom, Bart would be that one character who constantly stares directly at camera/viewer and it would piss Wally off so much because:

a) Bart does it to make fun of Wally to viewer and Wally doesn't really know but he just knows he is being made fun of,

or

b) Wally knows exactly what Bart is doing, because when he was younger he (and Robin) were able to break 4th wall like that constantly but as he grew older he lost the ability but some awareness of 4th wall remained, so he knows.

(option b is much funnier in my mind)
