unrelated: why did the zoras in the windwaker timeline evolve into the rito

From the day I first played Wind Waker countless eons ago, this exact question has bothered me. I love the Rito to death; Medli is my absolute favorite character in WW and one of my all-time Zelda faves period. But. Like.

Am I correct in remembering that the water was sorta cursed? Like, I think you're explicitly told that the only fish in it are the guys you can summon with fish food, and they aren't getting a whole lot to eat because there isn't, like. Much of an ecosystem down there? The reason that Windwaker doesn't have a fishing minigame (besides probably not having the space) is that the sea is sterile.

It doesn't make a lick of sense and trying to understand it has been a bit bothersome over time.... There's a really cool theory on YouTube that states that there may have been more than one evolved species of Zora, which would explain why BOTH of them exist by the time we get to BoTW. Because according to Zelda canon, BoTW is also canon to the timeline but them having the Rito AND the Zora really made things even more confusing
